Why are American children falling behind the children of 25 other nations in scientific reasoning, mathematical skills, geographic knowledge, etc? Partly because the brightest American teachers are siphoned off into other professions. Partly because bright children are bored with a slow curriculum. Partly because the American educational system spends most of its time "dumping knowledge" into the heads of children instead of playing Socrates and finding out where the children's true talents lie.
How do we bring those teachers back to their natural calling? How do we "unbore" those children? How and when do we discover children's "favored capacities", to use Erik Erikson's term for finding the child's "true calling"? Nobel Laureate Milton Friedman solved those problems nearly 50 years ago. We now call his idea "The Educational Mortgage."
Simply put, the child with exceptional talents and his/her parents seek a school or academy or institute designed to challenge the child's intellect by highly trained teachers/coaches using advanced, cutting-edge materials and problems. Children love to go to the frontiers of knowledge. Professor Friedman's idea was that, in return for such superior education, all children, regardless of the wealth of their families, would be offered by their chosen school an "Educational Mortgage." Typically, that "Educational Mortgage" has a value of between $25,000 and $50,000 per year. That sum covers, tuition, room, board, music and sports lessons appropriate to the child, school uniforms, travel, insurance, and pocket money. In return for such a mortgage the child promises to his/her educating institution a negotiated percent of his/her future income, up to age 40. This is a binding, enforceable contract. At the heart of the contract is the child's assurance that when his/her talents are developed his/her income will at least double that of the typical public school graduate.
Professor Milton Friedman's idea can be found in his book, Capitalism and Freedom (University of Chicago Press, 1962, pages 104-106).
